CLEAN RACING

All CLEAN administrators concerned with racing are working out to find a methodology to ensure clean racing. One of the methods to ensure clean racing is suggested. The system involves converting all races other than Graded , Million ,Class I & Classics into claiming races. The methodology is enumerated below. All races are run in class system( or category) system. To ensure that all horses running in a particular race penalties need to be introduced for non triers. Let us take the example of a Class V race. Horses which finish 5th or lower should be put up for auction. The horse should finish 5th or lower and be at least 10 lengths away from the winner. The class V race entitles Rs 1.0 lakh as auction( example). For horse finishing 5th the reserve price can be Rs 3.0 lakhs, 6th Rs 2.0 lakhs 7th & lower Rs 1.0 lakh. The auction can be held on limited tender basis. In case the owner of the horse requests that his horse should not be included in the auction he can do so but has to pay 10 % of the reserve price(5 % from the owner, 3 % from the trainer & 2 % from the Jockey).This can be adjusted from the Owner/trainer/jockey fund available with the club. If there has been no request from the owner, the horse will be put up for auction.10 % of the auction amount will go to the club and the balance to the current owner. All the amounts received on account of this system will be separetly kept as ' CLEAN RACING FUND". The amount available with the club in the Clean Racing fund can be utilized as follows :- a) 10 % as club commission b) 25 % to be added to the stakes for races to be held in the concerned class during the succeeding month. c) 5 % reserve fund. d) 25 % to ALL THE LOCAL OWNERS who have raced their HORSES in the current season in proportion to the number of horses raced e) 15 % to ALL THE LOCAL TRAINERS who have raced the horses under their training in the current season in proportion to the number of horses raced. f) 5 % to all the LOCAL jockeys who have ridden horses in the current season in proportion to the number of horses ridden g) 15 % to be added to Jackpot/Treble/Exacta pool so that the general punters also get some added stakes Simliar exercise can be done for Class IV, Class III & Class II The advantages of the system is :- a) all owners / jockeys & trainers will make a genuine effort to give the horse the best chance for fear of loosing their horse in the auction.They are penalized in case of non performance to retain their horse. b) Non performing Owners/Trainers/ Jockeys will be penalized and this will lead to all the professionals genuinely trying their best. c) This may lead to some jockeys/trainers being constantly penalized due to poor performance. d) Some jockeys who consistently perform poorly may find that they have negative income.Such jockeys may be given only licences for being Work/Mock race jockeys so that there livelihood is not affected. The modalities and details can be worked out after feedback from the Owners/ Trainers,punters & Jockeys. Can this be done?
