One can also follow this simple procedure.
New Rating{r}=R+(Top weight-Weight)*2
Where
R=Official rating given in race card
Top Weight= Weight carried by first horse
Weight=Weight carried by that horse
Example Oasis star cup
1)Attilia 108 108
Horses 2-9 have same weight as that of top weight so there will no change in their rating
10)Bhagirathi 110 110+(59-57.5)*2=113
12)Celestial son 118 118+(59-57.5)*2=121
